Spiritual and Moral Values as the Basis for Balanced Regulation of Personal Data Protection in the Use of Digital Hiring Tools

The article proposes a study of the problems of compliance with legislation on the protection of personal data when using modern digital methods of personnel selection through the prism of the correlation of spiritual and moral values. Legal conflicts arising from the use of automated methods of candidate selection, including the use of artificial intelligence, are considered. Particular attention is paid to gaps in modern legislation, such as issues of determining the legality of processing purposes, ensuring transparency and explainability of automated solutions, as well as compliance with data localization requirements. It is concluded that it is necessary to overcome a fragmented approach to regulation and substantiates the importance of harmonizing the use of new technologies with fundamental value orientations to ensure a balance of interests between the parties to labor relations, the
state and society.
