The Role of Special Legal Regulation in Ensuring Integrated Territorial Development in the EAEU Region

The article is devoted to a comparative legal analysis of the special legal regulation of ensuring comprehensive territorial development in the Russian Federation and other member states of the Eurasian Economic Union (EAEU). The study examines the evolution of legal regulation of comprehensive territorial development in Russia, and also analyzes approaches to this issue in the legislation of the Republic of Kazakhstan, the Republic of Belarus, the Kyrgyz Republic and the Republic of Armenia. It is noted that the Russian Federation has developed special legal regulation based on the application of a legal mechanism of comprehensive territorial development, while in other EAEU countries, despite the recognition of the importance of comprehensive development, there is no similar special legal regulation. The need to develop specific legal mechanisms and tools in the EAEU states to implement the principles of comprehensive development is emphasized, and the possibility of cooperation within the EAEU through the development of a model law or recommendations of the Eurasian Economic Commission in this area, taking into account national characteristics and the sovereignty of the member states, is considered.
