Compliance of Legal Regulation of Social Services for People with Disabilities with International Standards: Problems and Solutions

The article, based on the General Comments prepared by the UN Committee on the Rights of Persons with Disabilities, describes the right to independent living enshrined in the Convention on the Rights of Persons with Disabilities and the mechanism for the implementation of this right, which is a set of international standards for social services for persons with disabilities. A comparative analysis of compliance with the specified international standards for the legal regulation of social services for people with disabilities at home, long-term care, supported living and the organization of a foster family for an adult person with disability was carried out. It was concluded that the organization of the foster family meets the most international
standards. A model for organizing personal assistance to people with disabilities that meets international standards is proposed.
